This would bring to the fore a fair division of responsibility between the EU and host countries outside Europe, as well as between EU member states. We are still a long way from that at present, he said. The EU should support the reception of refugees in third countries more bindingly and with more money - in return for effective cooperation in reducing irregular immigration to Europe. Within the EU, a fair, transparent and enforceable division of responsibility ultimately requires a jointly financed and organized asylum system.
