The increasing black market motivated the discussion of a new regulation of the gambling market in Germany. Schleswig-Holstein and the other federal states developed different concepts which are compared in the present paper from an economic perspective. Important criteria for this comparison are tax revenues and protection of pathological gamblers. The authors conclude that the concept of Schleswig-Holstein has clear advantages since it will lead to a higher share of the regulated market.
