Clash between National and EU Climate Policies – the German Climate Levy as a Remedy?

Carbon prices in the European emissions trading scheme are too low and different EU members states discuss additional national climate polices – such as the German climate levy for electricity generation. The author Sonja Peterson analyses the potential scope and optimal design of national climate policies in the European climate policy context and argues that the German climate levy has the potential to reconcile EU and national policies.
