The COCOM and the reforms in the CMEA countries (in German)
The author examines the extent to which COCOM is hampering the intensification of trade between East and West, and which changes to the existing export control system appear appropriate to remove barriers to trade without neglecting Western security interests. The paper also deals with the relationship between the EC's trade policy competences and the COCOM rules.
