Institutionelle Reformen für eine rationale Flughafeninfrastrukturpolitik
In Germany the legal planning and approval processes for airport expansion projects are regularly heavily politicized and legal disputes take years to resolve. Thus, doubts arise about the rationality not only of specific approval decisions but also of the institutional setting within which these decisions are made, more generally. This paper analyses the deficiencies of the current institutional framework for planning and approving airport infrastructure pro-jects in Germany and develops guidelines for an institutional reform suited to deal with these deficiencies and to advance a more rational airport infrastructure policy.
