In collaboration with stakeholders, the Co-CREATE project will develop and propose conditions and elements of a potential governance framework for research on Solar Radiation Management (SRM), including experiments within the European Research Area. The goal is to support decisions on whether, and under what circumstances, SRM research and experiments may be justified from scientific and societal perspectives.

A central element is an extensive co-design approach with experts, stakeholders, and rights holders—including marginalized and affected groups, such as Indigenous peoples in the Arctic and communities in the Global South—that will enable critical and productive engagement. This approach aims to anchor the project outcomes in a diversity of voices, cultural contexts, and value systems that reflect society’s engagement with this complex and controversial issue. The IfW is particularly involved in conducting internationally comparative surveys on the public perceptions of SRM research governance.
