Abstract

Drawing on lessons from economic epidemiology, we develop a two-handed policy approach to the Covid-19 pandemic that combines the localization of healthcare needs with the pooling of healthcare resources at the largest possible scale, and at the highest agreeable political level – with the aim to make local healthcare supply as elastic and flexible as possible in responding to localized surges of infections and clusters of severe cases.   We explain the subversive role of economic inequality in the fight against the pandemic and spell out implications for policy making at the local, national, European and global level.
